Oracle Database 11g on Vista - Listener issue

 The installation goes through fine, but for the startup of the LISTENER.

Do we have any workaround to resolve this issue?  I tried installing the patch (11.1.0.7), but it made no difference.  Getting the same error listed below:

LSNRCTL> status
Connecting to (DESCRIPTION=(ADDRESS=(PROTOCOL=IPC)(KEY=EXTPROC1521)))
TNS-12541: TNS:no listener
 TNS-12560: TNS:protocol adapter error
  TNS-00511: No listener
   32-bit Windows Error: 2: No such file or directory
Connecting to (DESCRIPTION=(ADDRESS=(PROTOCOL=TCP)(HOST=example.domain)(PORT= 1521)))
TNS-12541: TNS:no listener
 TNS-12560: TNS:protocol adapter error
  TNS-00511: No listener
   32-bit Windows Error: 61: Unknown error
