budgetary control for inventory items and projects

Hi there
We are using oracle financials  including ap, po, inv, eib and fa
Now, we need to control projects budget using gl account
Formerly, we used pa budgetary control, but it s not working suitable and we turned it off

We have inventory items that are received in inventory, created as eib instances and sent to fa

We need to control budget by project in accounting related to  in gl

We dont have available/ future  segments in coa

Example
1.budgeted account ( by project)

01-0000-00-000-1710-001

2.Charge account requisitions/ purchase orders for items  is fa clearing account ( wich is different from budget account 1710-001, 1711-001)
