PO approval

Hi Support Team, 

I have created all the set ups needed for Position heirarchy.Attached in the PO Document.when i create a Po it is not getting approved but notification is not going to the next approval.Po status is found to be "INCOMPLETE".when checked the workflow it is found held at "Get the first Manager of Current Employee using PO_employee_Heirarchies.
