W-2 PDF allignment with Evergreen paper

Note 6672024 references trouble that some users experience at 2007 year end in having the W-2 PDF align correctly with Evergreen paper.  Patch 6672024 was released in January 2007 to address it and was then included in YE Phase I 2008.  We have applied YE Phase I 2008 but are still experiencing issue with the PDF aligning with the Evergreen form.  The description of the patch implies that it meant to allow for editing and cropping of the xml layout.  However the description under cause implies that the alignment was fixed.

Does anyone know if this patch only allows you to fix the alignment yourself, or if the alignment was corrected to match the Evergreen forms?  Is anyone else experiencing this issue?
