sga_target requirement

 I tried to configure ASMM. I set sga_target to my sga_max_size which is 600M. However, the system says I can not set the sga_target and asks me to check alert log for possible reasons. I didn't find any intuitive messages. But I did find the following messages in the alert log file:

Starting ORACLE instance (normal)
