Using the My Oracle Support Portal (MOSC)

I have the ocmconfig.jar how can I upload it to Oracle?

I have a database server that is not connected to the internet but I would like to include the machine in "My Oracle Support".

I was able to follow the steps to create the  ocmconfig.jar file. I would now like to send the file to Oracle. How is this done? I have a development machine that has a similar installation can I use that machine to send the configuration?
