ORA-12631 installing 10.2.0.3 on Vista (32 Bit)

 Hi, installing Oracle 10.2.0.3 (for Windows Vista 32Bit on Windows Vista 32Bit)
via oui.exe from an acoount having administrator privileges I receive ORA-12631 when running DBCA.
DBCA terminates with ORA-3114 subsequently.

In Metalink a found a similar note, but no solution provided.

Has anybody experienced the problem already and can help ?
