SQL Reponse Time has no reference collection

We use Grid Control R2 to monitor several databases.  For some the panel on the home page showing SQL Response   time worked without any setup.  For others there is  no data.  Clicking the button to Edit the Reference Collection has no effect.  Can you point me to documentation?  Any suggestions on how to get this working?
