Error in performing discovery using oracledb.pl

I have installed the Oracle Configuration Manager in the Oracle Database 9.2i home. Operating system is Windows XP SP3 (Russian). The OCM was configured according to the manual.
It seems that OCM collects some information, but when I looked at this process closer I
found that the following error occurs:

K:\oracle\ora92\ccr\bin>emCCR collect
