US county and city sales taxes - how to avoid manually entering all US counties and cities?

 Hi folks,
We have a new installation of R12 and here is the situation we run into while configuring EBTAX and I believe this is quite common.

There are sales taxes charged by counties and cities. And to enable tax validation at county and city level, seems we have to manually enter all US counties and cities, which is nearly mission impossible. Is there anyway to get around this? Especially we charge sales tax only in one state, one county and one city. Any place out of that is sales tax free.
