Changing Purchase Order Site

Is it possible to change the SITE on a Purchase Order?

After we upgraded our DB from 9 to 10g, and applied the Critical Patch Updates from last summer, we've noticed that the SITE field cannot be changed. Is this a new feature, or a bug?
