Digital Signature

 I have a client who does business in EMEA, and they are using iSupplier and it is statutory required that invoice have a digital signature attached to the invoice.  I would like know it Oracle has the functionality? What are EMEA countries who use iSupplier are doing to satify this requirement? And recommended third party for digital signature.
