Empty Spaces in PO Output

Hi,
We have a Purchase Order with around 165 lines. The report (PO Output for Communication) prints fine for the first 20-25 lines, but after that the number of lines per page decreases, i.e. there is lot of space introduced between 2 lines. Towards the end of the report, there is just 1 line per page.
I'm not sure how to fix or debug this. It is a XSL layout (PO_STANDARD_XSLFO.xsl).

Any pointers to help debug this issue would be greatly apppreciated.
