Log switches but redo logs are not full

Hello,
In our database MACIP I've 3 redolog groups with 2 logmembers.
Each of the members are 50MB.
If I look at the archived redologs then the size is not bigger than 19MB .
Why does a logswitch occur although the redologs are not filled up?
In my opinion the archived redologs must have a size of 50MB.
