User unable to connect quicly on the DB server

Good day every body, I have installed ORACLE 9i on an IBM P series system with AIX.
I have created 3 users: 'oracle', 'user1' and 'user2'
When I want to connect the user 'oracle' on the DB it connects quickly without ploblem.
When I want to connect the users 'user1' and 'user2' on the DB it connects very slowly.
The Administrator using the DB with his appliocation says that the connexion is very slow and it creates TIME OUT on his application.
He told me that the is due to the fact that 'user1' and 'user2' are connecting to the DB through the listener and the user 'oracle' is connecting directly.
