Closed Flag on PO Lines table not getting set

We are running 11.5.10.2 and have noticed that when we use either the Purchasing Summary > Tools > Control function, or enter a full reciept / invoice, to Close a PO line that the closed_flag on the table po_lines_all does not get set to Y.  It remains N.  

We have searched Metalink for similar reported observations with no joy.  Is this field obsolete now?

In addition, when we use the Control function to close a Blanket PO Header, and see that all the Lines become Closed, if we add a new Line to the closed BPO, the Header does not automatically reopen (as it does when in a Standard PO).    Our POXPOEPO version is 11.5.445.11510.9.  Metalink search did not find any reports on this behavior either.
