TNS alias resolution weirdness

I'm having an issue with TNS alias resolution that I cannot understand on instances residing on one server.

I've specified a NAMES.DEFAULT_DOMAIN parameter in the sqlnet.ora and for instances on that particular server, it does not appear to be appended to the unqualified TNS alias.  See thread below:

H:\>tnsping example
