'tnsping' is not recognized as an internal or external command,

I'm having problems connecting to the database. I have even tried to ping the database but still can't ping the database. Tnsnames file is set up correctly and it's only one file available in C:\orant\Network\admin. I have searched the entire C:\ to see if I had multiple copies of the tnsnames.ora  file but  just have one. sqlplus only prompts me for a username when I try it from C:\orant\bin  on command prompt but not from anywhere else.
However, I  can connect to the database using Reports6i and Oracle SQL Developer from the same computer.
