isqlplus

 Hello,
I have Oracle 10g installed on Windows 2003 Sp2.
Also I have Isqlplus running on this machine.
Sometimes users reports that isqlplus site is unavailable.
when I tried to get on https://server.address/isqplus I've got error that server is not running.
Then I confirmed that service was running (services.msc) and there was nothing in event log viewer or in
$ORACLE_HOME/oc4j/j2ee/isqlplus/application-deployments/isqlplus/application.log

After restarting service everything was working normally.

This repeated several times but I can't figured it why or when.

How can I monitor Isqlplus?
Are there some other logs or places where I can look for information?
