Unable To Make Existing Location a Ship-To Site

Hi all,

We created a number of Locations without flagging them as Ship-To Sites in the Shipping Details tab of the define Locations screen (PERWSLOC). When we now try to set the Ship-To Site flag we get the error message "FRM-40200: Field is protected against update". The Ship To location is set to the current location. We are on 11.5.8. We can update the other flags (Bill-To Site, Receiving Site etc.) with no error message.

I've tried setting profile option HR:Query Only Mode = No at the site level but this did not fix the problem. I searched metalink but found nothing which worked.
