imp from 10g to 11g creates errors and EM fails

 I have been supplied with export dump files (not data pump) but produced with the older export utility.  I am trying to do a full import into a newly created 11g database with ASM for its file location.  We are using WIndows Server 2003 R2 Std x64 Edition SP 2.  Prior to the import, I manually created the tablesspaces in EM.  After doing a full import, the import utility terminates successfully with warnings mainly related to constraint violations.  Then enterprise mgr fails.  Running "emctl status dbconsole" says the service in not running but  running "emctl start dbconsole" says services is
