ASH Report Metric calculation for Oracle Service

 When producing an ASH report (@?/rdbms/admin/ashrpti.sql), the output under the first section has a line item

Report Target:SERVICE_HASH = 3236362950% of total database activity

I was wondering if anyone knew how the percentage of "total database activity" was calculated? Is it strictly based on CPU, or are there a variety of weighted factors such as CPU, I/O counts, user connections, etc. which go in to the determination of the percentage use?  Reason for this question is we are looking at using this number for billing back cost to individual services in a shared database environment.
