processes initialization parameter relation between ASM and Instance database

Hi everybody...

I have a two nodes RAC enterprise edition with ASM, and I have set the processes initialization parameter in ASM instance to 30 and the same parameter in the productive database is set to 4000.

On the other hand, quering v$resource_limit view got that the parameter has a value of 713 in max_utilization column.

Please... Could anybody explain me what the relation between both parameters is? what's the impact.?
