Set Signon Password Failure = 3 and ICX: Session Idle Time Out = 30

I set Set Signon Password Failure = 3 and ICX: Session Idle Time Out = 30 to comply with Best Practices Standards for Account Lockout and Session Expiration. I have configured these profiles at site level but doesn't seem to work after configuration. When attempting to login with wrong passwords for more than 3 times the account doesn't not get locked. When I leave the session idle for more than 30 minutes the session is not asking for re-authentication.

My Environment is:

Windows 2000

RDBMS : 9.2.0.3.0
Oracle Applications : 11.5.9

Any suggestions?
