Oracle 11g Fail Safe on Windows 2003 32 bit

 Has anyone installed Oracle 11g Fail Safe on Windows 2003 32 bit?  I am a 25 year Unix guy  that has been playing with Oracle for about 8 years (9i and 10g certified so not stupid, but no expert either). 90% or my Oracle experience is on Unix not Windows, which is probably most of the problem.  I have followed the Installation Guide but can't seem to get the communication working.  Whenever I unplug the network on the active node, I can get all the services to switch to the passive node but the instance doesn't start.

I believe it has something to do with the listener and tnsnames files.
