Can't create an application proctected by Clusterware

 Hi,
I'm trying to use Clusterware to protect a single instance database as described in

http://www.oracle.com/technology/products/database/clusterware/pdf/SI_DB_Failover_11g.pdf


So, it's not RAC, so I'm not asking questoin about  ora.* resources, but it's about a brand new application resource.

It's 10.2.0.3 on Solaris 10 x86-64

The application VIP work just fine and can be relocated.

crs_stat -t

wap.db         application    OFFLINE   OFFLINE
wap.lis        application    OFFLINE   OFFLINE
wap.vip        application    ONLINE    ONLINE    fr-p...ode1


My scripts are in $CRS_HOME/public


oracle@fr-par-pnode1[WAP]:/export/oracle/product/10.2.0/crs/crs/public$ ls -la wap*scr
