Database Not Starting when Windows 2003 Server Boots

I am running Oracle 10.2.0.1 on Windows 2003 Server on VM that runs on ESX Server 3.5.

 

When I reboot the server, the database does not start.

 

The oradim log file has ORA-12560 error listed

I also notice that only one listener service is started - PLSExtProc

 

However, if I run the oradim –startup command from the windows command window, the db starts and no ORA-12560 is listed.

 

I then see four listener services and can login via sqlplus user/pw@sn

 

I have the windows registry settings for auto start set to true

I have set System Environmental Variable ORACLE_HOME and ORACLE_SID.
