Database Install/Upgrade/Opatch (MOSC)

Server Patch 7584866 - 10.2.0.4 Bundle 13

Hello,
I am trying to apply the above patch to my 10.2.0.4. installation (software only installation) and optach has reported missing optional components (see below):

Patch 7584866: Optional component(s) missing : [ oracle.ntoledb.odp_net_2, 10.2.0.4.0 ] , [ oracle.ntoramts, 10.2.0.4.0 ] , [ oracle.rdbms.ic, 10.2.0.4.0 ] , [ oracle.has.crs, 10.2.0.4.0 ] , [ oracle.rdbms.dv, 10.2.0.4.0 ] 

Has anyone encountered this message before? and can it be ignored or does it need resolving before carrying on with the patch?
