Best Practice - When should you relink Oracle after patching OS (RHEL for me)

 I'm thinking that it is sometimes necessary to relink after applying OS patches, but in many cases the patches are unrelated and relinking is overhead and downtime. 

Guidance on knowing when it is appropriate?
