Combining Requisition Lines

When I create a Blanket Release or CPA DOR Order that has the same identical data on both lines except that the quantities are different (i.e. same item number, same requestor, chargeline, deliver to location, etc.) - via iP or Req Import - I get a Blanket Release with two shipment lines, 1 distribution for each shipment line OR a CPA DOR SPO with 3 order lines, 1 shipment and 1 distribution line for each order line - even though the multiple line reqs are identical except for the quantities.

When I create a non-catalog requisition with the exact same data on each line other than quantities and then pull that non-catalog req out of the req pool, all the lines are rolled up into one line on the SPO with the total quantity for all 3 individual req lines.
