Error: Ora-29861: domain index is marked LOADING/FAILED/UNUSABLE

 Agile PLM : 9.2.2.4

 OAS:  10.1.3.1.0

 Oracle :10g

Symptoms:
When I attempted to change the role of user,the error came up."Error: Ora-29861: domain index is

marked LOADING/FAILED/UNUSABLE ."

This situation happens when creating items,or anything with the 'save' action.It seems that no database modify action is allowed.
 
And also,I've run the agile9.sql ,agile9_fts.sql,but it doesn't work.

Is there any advice except to re-install the whole set?
