OTL Validation

 Hi, We have a project type called Fixed Bid or COST/EVENT project. In this type of project, the project manager is supposed to enter budgetted hours for each individual who is going to book hours using OTL. The problem is that if the Project Manager has not defined budget for an individual, the system still allows the individual to book hours.

Is it possible for us to validate this in OTL, so that an error is displayed to the time entering guy that "budget is not defined for him". In other words for all such projects (COST/EVENT), time entering should be allowed only if budget is entered for that individual.
