Oracle Fail Safe 3.4.1.2 for windows x64 missing component

Dear all,

I try setup Oracle Fail Safe 3.4.1.2 on windows 2003 R2 x64, Database 11g with file

 "failsafepatch3412_winx64.zip" get from Oracle download (and also DVD)

. In installing process, component list has only :

 Oracle Services for MSCS

and missing Oracle Fail Safe Manager

I've seen  Oracle Fail Safe Manager component in setup for windows 2003 - 32bit.

Where can I get "Oracle Fail Safe Manager" component for Windows x64 .
