Tax Balance Adjustment using API does not stop at FUTA Taxable limit.

 We are doing Year End Tax balance adjustment to certain employees. For EEs with higher pay (bonus or other payments) with multiple elements to be adjusted, the tax balance adjustment api (Pay_Us_Tax_Bals_Adj_Api.create_tax_balance_adjustment) is not stopping at $7000 (for 2008) for FUTA Taxable balance (also for SUI and/or SDI Taxable amounts - only if EE has withheld or ER liability amounts).
If the EE has 2 elements to be adjusted, then as a result of the API call in a concurrent program (one element at a time), FUTA Taxable balance ends up as 14000 instead of the annual limit of 7000.
