Managing Databases using Enterprise Manager (MOSC)

Trouble trying to configure a database in Grid Control.

I am trying to configure a database in Grid Control. The database is listed, but when I try to configure it I get an error:  

oracle.sysman.emSDK.emd.CommException 

When I test the connection I get a connection failed error. I have looked at Note: 444007.1 and followed the suggested steps to solve the error, but they do not work.

Could someone give me another solution to try. Also, all of the databases in Grid Control are version 10.2.0.4 except for the database that's giving me trouble...it's version 9.2.0.8.
