RMAN - Level 0 and Level 1 backups

In the environment that I inherited over 2 years ago, the RMAN backup strategy here was to do a full (level 0) each Saturday and incremental (purely incremental - not cumulative) each day from Sunday to Friday.

The backup media manager we use is HP's dataprotector.

I have two questions here -

Does HP's dataprotector media manager payer handle incremental backups any differently from say Veritas Net backup or EMC?

Our backups take almost 7 hours to complete writing to disk - (hate to think what it would take if it were backing up to tape) - whether it is a full or an incremental. Why is this? If the incremental backups are not cumulative, I don't see a reason for the incrementals taking as long as the full backups - isn't the theory behind the incremental being that only changed blocks or added blocks are backed up and 'piggy-backed' onto the previous day's backups - or am I completely off-track here?
