Installed Oracle Advanced Security on 10g but it is not showing up in Net Manager

 I selected Oracle Advanced Security when installing Oracle 10g database on my server.  I then upgraded my 9i database to 10g but the Oracle Advanced Security option is not listed in the Net Manager Profiles.  I tried to reload Oracle Advanced Security via the OUI but it keeps hanging.
