We are considering using information from grid control repository to report on database and listener uptime, in reference to meeting our SLA's.  I've been looking through the OEM documentation and haven't come across information on a few things that I'm looking to answer:

1.  Which metric (Instance Status or Status or other) is the Availability report tracking?

2.  Is that metric still gathered if the agent is up but the OMS is down?  I'm assuming it tracks agent unavailability from the server if OMS can't reach the agent, as that was on the report.

3.  What is the time frame of gathering that ( 5 minutes vs the 15 seconds for the Health Check)?
