Stopping the Oracle service does not initiate a shutdown immediate

I have a 10.2.0.3 database running on a 32-bit Windows 2003 Server Platform using Microsoft Clustering.  Within Cluster Administrator, if we 'Take Offline' our Oracle group or if we do a 'Move Group' to the other host in the cluster, the Oracle Server terminates abnormally.  At least, it appears to terminate abnormally because it performs 'Crash Recovery' upon starting up.  So far, Oracle has always performed a successful recovery but I am concerned that it may not recover successfully in the future.  Are we doing something wrong when installing/configuring the Oracle Server?  I found Bug 3834716 in the bug database that sounds like what we are experiencing but the status is 'Closed, Could Not Reproduce'.
