ECOs Do not propagate as described by Oracle in PLM (EBS 11.5.10.2)

 Anyone familar with this?
Oracle documents (Bug No. 5990884 for example) say that ECOs will propagate in a hierachy from implemented (if setup as such) to "scheculed" in the child orgs.

We are not finding this is true. Rather, they are coming in at the first possible ECO workflow step (#10, "Open",  for example). Additionally, and workflow proceedures such as approvals must be manually started by pressing a button on the action log called "Explode Workflow Routing" and then "Start Workflow."

Any tips?
