Incremental Backup and Recovery

Hi, I am using oracle 9i and rman without catalog, hence I am using backup controlfile.  I have backup (A)a full backup, level=0, followed by (B) an incremental backup, level=1. Afterwhich I try to restore the database using incremental backup, using the controlfile from (B).
Why does rman use the backupset (A) instead of (B) when I try to restore the database?
