One-time item on a BPA?

 We created a blanket purchase agreement and added some lines to it. Those lines were exported to iProcurement where the user created a purchase requisition.  The requistion did not create a blanket release automatically nor can I do it manually.  I get a one-time item error.

How does a line on a BPA become a one-time item?  BPA lines are meant to be used more than once. 

My SR is not getting solved.  Thanks
