Buyer can not return requisition

 From the auto-create pool the buyer can not return the requisition to the requester. The buyer goes through the process from tools menu to return enters reason but the req does not go back. The action history shows the return but the requisition does not update to returned stays in status approved. Does anyone know of any set-ups that may have been missed or a know bug that would cause this?
