iProcurement defaults to Master Items Org if locations not tied to an inventory org

We have implemented iProcurement for a few (beta group) departments.  We have an issue that when an employee who is set up in their HR record to a location that is not tied to a specific inventory organizaiton, it will default to the MIO, (Master Item Org).

 I have been told this is standard functionality for iProc but was curious to see if anyone had done anything as a work around other than mapping all locations to a specific inventory organization.  There are times when a user will want to buy for more than one organization.
