how to build tax codes for japan consumption tax

We would like to generate and record consumption tax for japan accounts payable (11.5.10) but cannot create an offset that is greater than the tax.    So we need the below distribution lines in AP inovice distributions:

Invoice Amount              =     190,000

Item                                   =    200,000

Tax     Consumption Tax  =    10,000

Tax      Withholding            =      (20,000)

Any ideas on how to build a tax code and tax code offset to generate these amounts?
