ERROR: no PST quorum in group 4: required 2, found 0

 hi,
I have working good 2 nodes RAC 10.2.0.3 on Windows 2003 platform with ASM
when I try to add new EMC disk to RAC, on one node I succeed , I get those errors on 2nd node
1. alert log :
  ERROR: no PST quorum in group 4: required 2, found 0
2. in dbca:
 ORA-15063: ASM discovered an insufficient number of disks for diskgroup " string "

what should I do ?
