Customer Import: Email Address Issues

Hello,
We are currently using 10.7 Apps. We are re-implementing on the 11i apps. I am migrating customer records using the customer interface.
I am having issues with the email address of contacts not populating properly. I populate each record in the ra_contacts_phone_int_all table with 10.7 address_id, contact_id, phone_id(if present) and customer_number as the orig_system_ref fields.
What i am finding is that the email address only populates if the contact has a phone number. We have in 10.7, contacts with only email address and no phone number. The contact populates just fine, but the email address does not show.
