When can we use impairment feature in R12?

R12 does not provide impairment functionality yet - This is a very awkward situation as the clients has used that feature in R11 & told that they can't use it in higher version when they do R12 upgrade.
As I know, because of big difference in R12 architecture, it's taking sometime & seems not so easy. ( Oracle has changed their schedule for this functionality  - at first, 12.0.4 at first and later, 12.0.5 and now, 12.1. ) But clients are not always generous & patient.

Anybody can confirm the schedule? R12.1 has this impairment feature?
