Version of Oracle RDBMS for Windows Laptop

 I have a need to install the Oracle database software, perferably 10.2.0.4, on a new laptop. The laptop is a Dell Studio w/4mb of Ram, 64bit, 300gb storage and the OS installed is the Windows Vista Home Premium. This would probably be a standard edition single user DBMS for I need the functionallity of the Oracle EM Database Control installed as part of the package. I do not want to install Oracle 10g lite or Oracle 10g Express Edition. Could anyone tell me the specific Oracle DB 10g (10.2.0.4) product I need to download and install? If I need to upgrade the OS,
