Updating Developer Suite 6i to patch 18

Hi all, excuse my bad english.  We like to update our forms developer suite 6i to patch 18, the quiestion is about preview updates, we need install it first? or we cant install only last patch over 6i release 2?  Patch 18 implicate patch 13 fixeds?
